ORDINANCE N0. 19110 <br />AN ORDINANCE CONCERNING SIGNS; REQUIRING PERMITS, AND REGULATING <br />THE SIZE AND NUMBER OF SIGNS; ADDING SECTIONS 9.1O0o, 9.100, <br />9.1004, 9.1006, 9.1008, 9.1010, 9.1014, 9.1016, 9.1020, 9.1030, <br />9.1031, 9.1033, 9,1035, 9.1037, 9.1039, 9.1041, 9.1043, AND <br />9.1050 TO THE EUGENE CODE, 1911; AMENDING SECTIONS 9.015, 9.734, <br />9.136, 9.138, AND 9,140 OF THAT CODE; RENUMBERING SECTIONS <br />9,830 TO 9.990 OF THAT CODE; REPEALING SECTIONS 8.610 TO 8.855 <br />OF TNAT CODE; AND DECLARING AN EMERGENCY. <br />THE CITY OF EUGENE DOES ORDAIN AS FOLLOI~S: <br />Section 1. Section 9.015 of the Eugene Code, 1971, is amended by amend- <br />ing the definitions of "Development site" and "Grade" contained therein, and <br />adding the following i n alphabetical order therein, to provide: <br />9.015 Definitions. <br />. Abandoned si n. A sign structure not containing a sign for <br />90 continuous days or a sign which is no longer being used. <br />Awning. For purposes of the Eugene sign code, a shelter com- <br />posed partially or. totally of non-rigid materials, which is <br />supported entirely from the exterior wal] of a building and which <br />was not apart of the original construction of the building. <br />Awning _sign. A sign painted or printed on, or attached flat <br />against, the surface of an awning. <br />Banner. A sign made of any non-rigid material which is nat <br />contained by an enclosing framework and i s allowed some freedom of <br />movement. Banner includes, but is not limited to, banners, <br />streamers, pennants and flags. <br />Bi 11 board . Any sign, however otherwise characterized, which <br />has a sign face of X00 square feet or greater in surface area. <br />Busness,,,,vccupant. Anon-residential use of a development <br />site by an owner or lessee. Each user shall be considered a separw <br />ate business occupant if the user has an independent or distinct <br />property right in the development site. <br />Clearance,,„sign. The distance between the lowest portion of a <br />sign and the finished surface of the ground, paving, or sidewalk <br />under the sign, <br />Development site. A tract of 1 and under common ownership or <br />control, either undivided or consisting of two or more contiguous <br />1 ots of record. For purposes of the Eugene sign code, a parcel <br />divided by a street or alley shall be considered two development <br />sites. <br />Electric sign. Any sign containing electrical wiring. <br />E~i ectron i s message ce_nter,.
