ORDINANCE NO. "'~ <br />AN ORDINANCE ADOPTING THE GLENNOOD REFINEMENT <br />PLAN; REPEALING ORDINANCE NO. 19392; AND <br />ADOPTING A SEVERABILITY CLAUSE. <br />The City Council of the City of Eugene finds that: <br />i. On July 14, 1986, Ordinance No, 19392 adopting the <br />Glenwood Refinement Plan, Phase I was adopted by the City Council <br />and approved by the Mayor as a refinement of the Eugene-Springfield <br />Metropolitan Area General Plan Metro Plan. <br />~. In October of 1986 the Glenwood Community Organization <br />appointed a ten member planning team charged with draftin the <br />g <br />refinement plan for the Phase II area. Following development of <br />the draft document containing land use, transportation, public <br />facilities and services, and environmental design elements for the <br />Phase II area and incorporating the Phase I refinement plan into <br />the draft, the Glenwood Planning Team conducted a public meeting <br />on April 27, 1989 to elicit comments on the draft plan from <br />residents and property owners in Glenwood. Notice of this meeting <br />and a copy of the draft plan were sent to all residents and <br />property owners in Glenwood. As a result of testimony from that <br />meeting, on May 4, 1989 the Glenwood Planning Team drafted ten <br />changes to the draft plan and recommended the refinement plan to <br />the Eugene and Lane County Planning Commissions. <br />3. The Eugene and Lane County Planning Commissions conducted <br />a joint public hearing on the revised draft plan on May 16, 1989. <br />This joint public hearing was advertised in accordance with the <br />Oregon Public Meeting Law and Eugene's own Code requirements. This <br />citizen involvement process exceeds the requirements of LCDC Goal <br />1, Citizen Involvement. On July 18, 1989, the Planning Commissions <br />made ten additional changes to the revised draft plan and <br />recommended the refinement plan to the Eugene City Council and the <br />Lane County Board of Commissioners. <br />4. On October ,11,. 1989, the Eugene City Council and the Lane <br />County Board of Commissioners conducted a joint public hearing on <br />the revised draft plan. This joint public hearing was advertised <br />in accordance with the Oregon Public Meeting Law and Eugene's own <br />Code requirements. This citizen involvement process exceeds the <br />requirements of LCDC Goal 1, Citizen Involvement. As a result of <br />the public hearing testimony, the Council and Board agreed to 24 <br />additional changes to the revised draft. <br />5. The Eugene, Springfield, and Lane County Planning <br />Commissions held a joint public hearing on May 24, 1994 to consider <br />Metro Plan diagram amendments for the Glenwood area.
