<br />to act as security personnel for the concert or being unable to <br />guarantee the presence of a sufficient number of specially trained <br />personnel. Without the services of qualified private security <br />personnel to assist in crowd management and control an extreme <br />burden will be placed on City police personnel, and it is in the <br />public interest that private personnel be employed. <br /> <br />H. Adoption of this emergency rule is authorized by the <br />provisions of Section 3.012(5) of the Eugene Code, 1971. <br /> <br />I. This emergency rule is necessary in order to ensure that <br />an adequate number of specially trained personnel are available to <br />assist City police with crowd management and control at the con- <br />cert. <br /> <br />Therefore, based upon the above findings, which are hereby <br />adopted, and pursuant to the authority contained in Section 3.012 <br />(5) : <br /> <br />Rule B. 2 of the Detective and Security Agency Rules adopted <br />on December 23, 1985 is hereby amended to provide that for pur- <br />poses of providing security personnel for the Bob Dylan/Grateful <br />Dead concert on July 19, 1987, and related activities, the certi- <br />fication fee for each security officer of Creative Security, Inc. <br />is the sum of $5.00. <br /> <br />Except as herein amended, all other provisions of the above <br />referred to Detective and Security Agency Rules, as well as the <br />provisions of the Eugene Code, 1971, remain in full force and <br />effect and applicable to Creative Security, Inc. <br /> <br />Dated and effective this ~ day of <br /> <br /> <br />Emergency Rule - 2 <br />
