<br />ORDINANCE NO. 20181 <br /> <br /> <br /> <br />AN ORDINANCE CONCERNING ARTERIAL AND COLLECTOR <br />STREETS; AMENDING SECTION 9.045 OF THE EUGENE CODE, 1971; <br />REPEALING THE STREET RIGHT-OF-WAY MAP ADOPTED BY <br />ORDINANCE NO. 19922 AND ADOPTING THE NOVEMBER 1999 STREET <br />RIGHT-OF-WAY MAP; ADOPTING THE NOVEMBER 1999 EUGENE <br />STREET CLASSIFICATION MAP; AND ADOPTING THE NOVEMBER <br />1999 EUGENE ARTERIAL AND COLLECTOR STREET PLAN AS <br />FINDINGS. <br /> <br /> <br /> <br />The City Council of the City of Eugene finds that: <br /> <br />A. <br /> The 1986 TransPlan adopted by the City Council is the current long-range <br />transportation plan for the Eugene-Springfield area and is the basis for the transportation elements in <br />the adopted and acknowledged Metro Plan. <br /> <br />B. <br /> In Eugene, as in other cities, a large portion of the public right-of-way is devoted to <br />transportation facilities such as streets, sidewalks, bikeways, and access ways used by automobiles, <br />trucks, transit vehicles, bicycles, and pedestrians. <br /> <br />C. <br /> In order to ensure the safe and efficient use and operation of each of these facilities <br />and the judicious use of the public right-of-way, City staff has developed the Eugene Arterial and <br />Collector Street Plan , a copy of which is attached as Exhibit C, hereto. The Eugene Arterial and <br />Collector Street Plan is consistent with adopted City policy, and has been reviewed by and <br />recommended for approval by the Eugene Planning Commission. <br /> <br />D. <br /> Included as a component of the Eugene Arterial and Collector Street Plan is a map <br />entitled November 1999 Street Classification Map that depicts the classification of major streets <br />within the Eugene Urban Growth Boundary, that is consistent with TransPlan and the Metro Plan, <br />and implements the goals and policies contained therein. The classification of streets into Major <br />Arterials, Minor Arterials, Major Collectors, and Neighborhood Collectors represents a reasonable <br />basis for classification, and the criteria to be used in determining the specific widths for right-of-way <br />and paving, and provides reasonable guidance to the public, Council, and City administrative staff. <br />Local Streets, as described in the Eugene Local Street Plan, are shown on the November 1999 Street <br />Classification Map for purposes of general context, but Local Streets are not being classified herein. <br />The November 1999 Street Classification Map attached as Exhibit A hereto should therefore be <br />adopted, and to the extent any conflict exists with the Eugene Local Street Plan, the descriptions in <br />the Eugene Local Street Plan should control. <br /> <br />E. <br /> The Citys current Street Right-of-Way Map was adopted by Ordinance No. 19922 on <br />= <br /> <br />Ordinance - 1 <br /> <br /> <br />
