RESOLUTION NO. 4784 A RESOLUTION CONCERNING ICE AND SNOW REMOVAL POLICIES AND AMENDING RESOLUTION NO. 4278 UNTIL APRIL 1, 2005. The City Council of the City of Eugene finds as follows: A. On October 30, 1991, Resolution No. 4278 was adopted implementing ice and snow removal policies. B. Section 4 of that Resolution provided that the City not use anti-icing or deicing chemicals in quantities required for ice and snow control on streets. C. It would be in the public interest that the City amend Resolution No. 4278 in order to allow the use of deicing chemicals on City streets during hazardous driving conditions caused by ice or snow. NOW, THEREFORE, based upon the above findings, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a Municipal Corporation of the State of Oregon, as follows: Section 1. The City Council hereby amends Resolution No. 4278 by repealing Section 4, renumbering Section 5 and Section 6 to Section 4 and Section 5 respectively, adding a new Section 6, and amending the policies for ice and snow control contained in Resolution No. 4278 as follows: Section 1. These policies apply to the City of Eugene street system and to streets for which the City has special maintenance agreements with other jurisdictions for ice and snow control. These policies do not apply to the Eugene Airport because snow removal practices and procedures such as plowing, anti-icing, sanding, and deicing operations at the Airport are influenced by the Federal Aviation Administration and the operating requirements of commercial air carriers. Section 2. Snow plowing and ice control will be performed along designated snow routes as snowfall occurs. Priorities may be altered to address specific problem areas. Streets that are not designated snow routes will not be plowed or receive ice-control treatments. Resolution - 1
