As such, the <br />PROS Comprehensive Plan is presented for adoption as a refinement to the City’s Metro Plan in <br />compliance with Eugene Code’s Type V procedures (EC 9.7500 - 9.7560). Concurrent with the City’s <br />processing of the PROS Comprehensive Plan, the City is processing amendments to EC 9.8010 (listing <br />the Eugene Parks and Recreation Plan - 1989 as an adopted plan) and EC 9.9550 (setting forth the <br />adopted 1989 plan policies). These Chapter 9 amendments are also processed in accordance with the <br />City code’s Type V procedures; thus, City staff is presenting one ordinance that both adopts the PROS <br />Comprehensive Plan and also amends the applicable code provisions. <br /> <br /> <br />BACKGROUND <br /> <br />A work session on the adoption of the Eugene Parks, Recreation and Open Space (PROS) <br />Comprehensive Plan was held with the City Council on November 28, 2005. A public hearing on the <br />PROS Comprehensive Plan was held before the City Council on December 12, 2005. Thirteen <br />individuals testified in person at the public hearing. Many of those individuals also submitted written <br />testimony. Following the hearing, the council moved to leave the public record open for two additional <br />weeks (until 5 p.m. on December 30). Prior to the close of the record on December 30, staff received <br />written testimony from three additional people. All of the written testimony submitted before the close <br />of the record on December 30 is attached to this Agenda Item Summary (AIS) as Attachment F. Staff <br />response to the Public Hearing testimony is attached to this AIS as Attachment B. <br /> <br />Much of the public hearing testimony was directed at the separation of the project list from the PROS <br />Comprehensive Plan. The list was separated from the PROS Comprehensive Plan in order to give the <br />City Council the necessary flexibility to respond to shifting priorities, funding opportunities and <br />changing community trends and needs. The project list will be presented to the City Council for <br />adoption as part of the PROS Project and Priority Plan.
