<br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br />Work Session: Report and Update on Lane Regional Air Pollution Authority <br /> <br />Meeting Date: January 25, 2006 Agenda Item Number: B <br />Department: City Manager’s Office Staff Contact: Mary Walston <br />www.eugene-or.gov Contact Telephone Number: 682-5406 <br /> <br /> <br />ISSUE STATEMENT <br />At this work session Merlyn Hough, the Interim Director of the Lane Regional Air Pollution <br />Authority (LRAPA) will provide an overview of the agency’s vision, mission and goal statements. <br />In addition, Mr. Hough will discuss the recent action of the LRAPA board to change the agency <br />name to the Lane Regional Air Protection Agency. Action is requested to direct the City <br />Manager to sign an amendment to the intergovernmental agreement to formally change the name <br />of the agency. <br /> <br /> <br />BACKGROUND <br />LRAPA is the local agency charged with protecting air quality in Lane County. The agency, <br />formed in 1967 by an intergovernmental agreement between the cities of Eugene and Springfield <br />and Lane County, is governed by a nine-member board of elected officials and citizen <br />representatives from the member entities. At the present time, the board is comprised of one <br />Eugene City Councilor, three Eugene citizen members, one Springfield City Councilor, one <br />Springfield citizen member, one Lane County Commissioner, one elected official from the cities of <br />Oakridge and Cottage Grove, and one citizen member representing Lane County. Councilor <br />Betty Taylor is the current elected official from the City of Eugene on the LRAPA board. <br /> <br />In past few years, the LRAPA director has met in a work session with the City Council to provide <br />an overview and update of the activities of LRAPA and to become more familiar with the elected <br />officials from each member entity. The last time the director of LRAPA met with the Eugene City <br />Council was in 2002. <br /> <br /> <br />RELATED CITY POLICIES <br />This item relates to the City Council goal of “Sustainable Development: A community that meets <br />its present environmental, economic, and social needs without compromising the ability of future <br />generations to meet their own needs.” <br /> <br /> <br />COUNCIL OPTIONS <br />The City Council may direct the City Manager to sign the amendment to the intergovernmental <br />agreement to affirm its agreement to the LRAPA name change, or the City Council can take no <br />action on the request from LRAPA, thus denying the request. <br /> <br />L:\CMO\2006 Council Agendas\M060125\S060125B.DOC <br /> <br />
