Charge to local improvement districts, engineering fees that closely <br />reflect average costs, and, <br /> <br />B. Provide a fair and equitable charge for services to property owners, <br /> <br />The Public Works Director finds that: <br />1. The amount currently charged for engineering services to local <br />improvement districts is not adequate to recover the actual costs <br />incurred. <br /> <br />2. A study and analysis of these fees is underway and needs to be <br />completed to determine a reasonable and equitable charge rate. The <br />estimated completion date for the analysis is September 30, 1987. <br /> <br />3. An interim increase in the current charge rate needs to be implemented <br />pending completion of the study and analysis in order that the City may <br />recover, on current and new projects, an amount that more closely reflects <br />actual costs. <br /> <br />4. A preliminary analysis indicates that engineering costs over the past <br />five years have averaged 19.15% of project construction costs. <br /> <br />Based on the above findings, the Public Works Director orders that: <br />Property owners in local improvement districts be assessed a charge for <br />engineering services at a rate of 19% of actual project construction <br />costs. This rate will apply to all projects assessed after May 1, 1987 <br />until changed by administrative order. <br /> <br />This 19% rate is considered an interim rate adjustment pending final <br />recommendations from the rate study and analysis. Should the 19% rate <br />be determined by the analysis to meet the objectives stated in A and B <br />above, then that rate will remain in effect until further action by the <br />Public Works Director. Should the 19% rate require further adjustment, <br />either increased or decreased, then a new administrative order will be <br />issued by the Public Works Director which would apply only to those <br />projects assessed after the date of the new administrative order. <br /> <br />In accordance with authority granted by Section 7.007 of the Eugene Code, 1971, <br />this administrative order is issued and dated ~d~ ~~ , 19~. <br /> <br /> <br /> <br />~d~kS Director <br /> <br />engfees <br />
