<br />Cl.[;( <br /> <br />;~{o. 5~- ~ -' 0" <br /> <br />Administrative Order <br />of the <br />City Manaqer of the City of Euqene, Oreqon <br /> <br />The City Manaqer of the City of Euqene finds that: <br /> <br />A. Free parking is currently provided for patrons and <br />customers within the Downtown Development District as established <br />in Section 2.154(3) of the Eugene Code, 1971. <br /> <br />B. The Downtown Commission has recommended that a time <br />limitation of three hours in any five consecutive five hour <br />period be imposed for free parking within this District. <br /> <br />C. The ci ty Council has considered and approved the <br />recommendation of the Downtown Commission. <br /> <br />D. Under the provisions of Sections 5.040 and 5.285 of the <br />Eugene Code, 1971, the City Manager has the authority and <br />responsibilty to carry out the motions and directives of the City <br />Council and to establish or alter parking areas and time <br />limitations therefor. <br /> <br />NOW, THEREFORE, <br /> <br />The City Manaqer of the City of Euqene orders and directs <br />that: <br /> <br />1. Based upon the above findings, which are adopted <br />herein, unless otherwise provided by sign, meter, or other <br />administrative order, free parking in a city parking facility or <br />along a street within the Downtown Development District as <br />established in Section 2.154(3) of the Eugene Code, 1971, between <br />the hours of 7:00 a.m. and 6:00 p.m. shall be limited to three <br />hours in any five consecutive hours. <br /> <br />2. The provisions of this Administrative Order do not <br />affect the prohibition on parking within the Downtown Development <br />District imposed under Section 5.232 of the Eugene Code, 1971. <br /> <br />3. By copy of this Order, the City's Planning and <br />Development Department is directed to place appropriate signs <br />within City parking facilities and along the affected streets <br />advising the public of the parking limitations imposed by this <br />Order and section 5.232 of the Eugene Code, 1971. <br /> <br />4. This Order shall become effective immediately upon the <br />placement of the signs directed to be installed in paragraph 3 <br />above. <br /> <br />Dated this l:z1#-day of June, 1989. <br /> <br />
