<br />CITY FILE NO. <)"~-<6q -0 \ -, <br /> <br />ADMINISTRATIVE ORDER <br />of the <br />city Manager <br />city of Eugene, Oregon <br /> <br />The City Manager of the City of Eugene finds that: <br /> <br />Under the provisions of Chapter IV, Section 16 of the Eugene <br />Charter of 1976, as supplemented by Resolution No. 4106 adopted <br />by the Council on January 18, 1989, the City Manager, as business <br />agent for the City, is authorized to sign and execute on behalf <br />of the City, contracts and other documents as may be required <br />from time to time. <br /> <br />Under the City's adopted annexation policy, agreements <br />governing annexation to the City are entered into from time to <br />time between the City and affected property owners. Those <br />agreements are currently executed by the City Manager on behalf <br />of the City. <br /> <br />section 2.212 of the Eugene Code, 1971 authorizes the City <br />Manager, or the Manager's designee to receive requests for <br />extraterritorial water service extensions, sewer service <br />extensions, or provision of water or sewer service to special <br />service districts. The city Manager or designee is further <br />authorized by that section to submit the city's favorable <br />recommendation on such requests to the Lane County Local <br />Government Boundary Commission based on findings as specified <br />therein. <br /> <br />Requests for annexation, extraterritorial water service <br />extensions, sewer service extensions, or provision of water or <br />sewer service to special service districts are processed <br />initially by the City's Planning, Development & Building <br />Department, and it would therefore be more efficient and <br />expeditious to delegate authority to Abe Farkas, Director of that <br />Department, to execute on behalf of the City agreements governing <br />annexation and to carry out the City Manager's responsibilities <br />under section 2.212 of the Eugene Code, 1971 with respect to <br />requests for extraterritorial water service extensions, sewer <br />service extensions, or provision of water or sewer service to <br />special service districts. <br /> <br />Abe Farkas, Director of the Planning, Development & Building <br />Department should also be specifically authorized to delegate all <br />or any of these duties or responsibilities if he determines it <br />would be more efficient and in the public interest to do so. <br /> <br />NOW, THEREFORE , <br /> <br />THE CITY MANAGER OF THE CITY OF EUGENE ORDERS AND DIRECTS <br /> <br />Administrative Order <br />
