Under Eugene Code, 1971, Section 5.505(7), the Eugene Chief <br />of Police is given rulernaking authority over certain subject areas in <br />connection with the issuance of parade perr:1its. <br /> <br />2. The current Rule 6 prohibits pennits for use of "principal <br />arterial streets" during rush hour periods, 7:00 to 9:00 a.m. and <br />4:00 to 6:00 p.m. "Principal arterial street" is defined as those <br />shown on the Eugene Urban Area Map. The intent of the rule is to <br />ensure that parades not occur on busy streets during rush hour. <br /> <br />3. The only "principal arterial streets" in the City, as so <br />defined, are Coburg Road and a portion of Chambers Street. Revision is <br />necessary to include a greater nu:nber of streets in order to fulfill <br />the original intent of the rule. <br /> <br />On the basis of the above findings, <br />IT IS HEREBY ORDERED that Administrative Rule 6 is amended to read: <br /> <br />"6. No parade permit shall be issued for the use of any <br />arterial streets in the City of Eugene between the hours of <br />7:00 to 9:00 a.m. and 4:00 to 6:00 p.m., except on Saturday <br />or Sunday. "Arterial Streets" shall be those streets desig- <br />nated as principal or minor arterials on the Eugene Urban Area <br />Map (Functional Highway Classification Map) which is a product <br />of the Oregon State Highway Division.
