<br />CJIX flLE ~10. 56 -'b~-D \ <br /> <br />ADMINISTRATIVE ORDER <br />of the <br />CIn MANAGER <br /> <br />City of Eugene, Oregon <br /> <br />The City Manager of the City of Eugene finds that: <br /> <br />. A. Unde r Sect ion 16 of the Eugene Charter of '1976, the <br />C1ty Manager has the responsibility and authority to appoint <br />and remove all employees (except as limited by Charter); organize, <br />disband, and reorganize city departments; and assign duties <br />to administrative employees. <br /> <br />B. No limitations on these powers are imposed in the <br />Charter with respect to the Police Department or its employees. <br /> <br />C. Pur suant to that au thor i ty, the Chief of the Police <br />Department has heretofore been designated by the City Manager <br />as the person with authority and responsibility for the day-to-day <br />management, direction and control of the operations and adminis- <br />tration of the Police Department and its employees, subject <br />only to the City Manager's ultimate authority imposed by the <br />Charter. <br /> <br />D. The City's Police Department is presently involved <br />in the self-assessment phase of the law enforcement accreditation <br />process of the Commission on Accreditation of Law Enforcement <br />Agencies. This Administrative Order is issued in order to provide <br />documentat ion, if such be needed, of the police Department's <br />compliance with Standard 12.1.1 of that Commission. <br /> <br />Now, therefore, based upon the above findings, the City <br />Manager of the City of Eugene hereby orders that: <br /> <br />1. James L. Packard, Chief of the City of Eugene's Police <br />Department, as the chief executive officer of that department, <br />is designated as the person charged with the responsiblity and <br />authority to manage, direct, and control the operations and <br />administration of the department and all personnel thereof. <br /> <br />2.
