<br /> <br /> <br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br />Work Session: Police Auditor Ordinance Review Committee Next Steps <br /> <br /> <br />Meeting Date: June 22, 2009 Agenda Item Number: A <br />Department: Central Services Staff Contact: Sarah Medary <br />www.eugene-or.gov Contact Telephone Number: 682-6877 <br /> <br /> <br /> <br /> <br />ISSUE STATEMENT <br /> <br />This work session is to discuss next steps in the implementation of recommendations proposed by the <br />Police Auditor Ordinance Review Committee (PAORC). <br /> <br /> <br />BACKGROUND <br /> <br />On November 17, 2008, the council voted to create a committee to review 18 issues related to the police <br />auditor ordinance, as well as other issues that the committee members believed should be reviewed. The <br />council directed the committee to report back to the council by March 11, 2009, with <br />recommendations on amendments to the police auditor ordinance. The council further requested that the <br />committee receive input from the public on any proposed revisions before coming back to the council. <br /> <br />On March 9, the PAORC presented a final report of recommendations related to Ordinance 20374 <br />(Attachment A). At that meeting, the council voted unanimously to accept the committee’s report and <br />move forward with a public hearing on the proposed revisions to the ordinance. The hearing was held <br />on April 20, 2009. <br /> <br />In addition to moving the recommendations to a public hearing, the council also moved to reconvene the <br />PAORC after hiring a new Police Auditor to review and make recommendations to the council on the <br />remaining six issues, and before it was reconvened, have the City Council reapprove the committee <br />makeup. <br /> <br />On May 20, 2009, the council held a work session to discuss specific ordinance revisions as outlined in <br />Attachment B. Three items were identified for further discussion: complaints against the chief, <br />classification of complaints and timing of investigations. <br /> <br />A working group including councilors Alan Zelenka, Andrea Ortiz, Chris Pryor and George Poling <br />volunteered to work together on those three items prior to the June 22 work session.
