<br />M I N U T E S <br /> <br /> <br />Eugene City Council <br />McNutt Room--Eugene City Hall <br />777 Pearl Street—Eugene, Oregon <br /> <br /> February 6-7, 2009 <br /> 8 a.m. <br /> <br />PRESENT: Alan Zelenka, Andrea Ortiz, Betty Taylor, Jennifer Solomon, George Poling, Chris Pryor, <br />Mike Clark, George Brown. <br /> <br />Her Honor Mayor Kitty Piercy called the meeting of the Eugene City Council to order. <br /> <br />This document contains the information developed by the Mayor, City Manager, City Council and staff of <br />the City of Eugene in their annual retreat, February 6-7, 2009. The council was joined for the retreat by <br />City Manager Jon Ruiz, Assistant City Manager Sarah Medary, and executive team members Kurt Corey, <br />Kristi Hammitt, Renee Grube, Randy Groves, and Pete Kerns. City Attorney Glenn Klein was also present. <br /> <br />These are collective statements that represent all the statements recorded by the group during the retreat. At <br />times it was necessary to add words to the brief recorded statements to clarify the intent. Or, a word might <br />be added to bridge two or more statements together. These added words are shown in italics. This is kept <br />to a minimum in order to retain the original recorded thought. Staff statements are also shown in italics in <br />some of the statements. The development of collective statements is described in the appendix. <br /> <br />This is a brief overview of the process: <br /> <br />PAGE: <br /> <br />4. The Worst Possible Outcomes of the Retreat. <br />All participants answered the Questions on 3 x 5 <br />cards: <br /> <br />“What Will Be the Worst Possible Outcomes of spending 2 days in this retreat? (On one <br />side of the card.) <br /> <br />This section includes all of the worst possible outcomes that were recorded developed into collective <br />statements. Worst possible outcomes will always be instantly imagined in any event. These fears <br />are instinctive, autonomic, without thinking. They are the outcomes we don’t want to happen. <br /> <br />This activity brings our fears into our consciousness. They can become a “hidden” purpose, devel- <br />oping the beliefs and behaviors of people so that they become self-fulfilling prophecies. They are <br />possible, and if we are conscious of them, we can manage them differently. A choice must be made <br /> <br />to change the direction to one that is positive. <br /> <br />5.
