The 2004 MWMC Facilities <br />Plan and 20-Year Project List, adopted by MWMC on May 6, 2004, is intended to address <br />improvements of the regional wastewater facilities needed to meet community growth through 2025, <br />state and federal requirements, and community expectations for protection of the public's health, safety, <br />and the environment. It is forwarded by the MWMC to the City of Eugene for adoption by resolution. <br /> <br />BACKGROUND <br /> <br />Council Action History <br />· On February 9, 1977, the Metropolitan Wastewater Management Commission (MWMC) was <br /> established by an intergovernmental agreement (IGA) signed by the governing bodies of Eugene, <br /> Springfield, and Lane County. <br />· In 1977, the "208 Plan" was approved for the construction of the Eugene-Springfield regional <br /> wastewater facilities which set out the original projections, requirements, and projects to serve the <br /> wastewater treatment needs of the Eugene-Springfield community for a twenty-year period. <br />· In 2001, the commission, the City of Eugene, and the City of Springfield adopted the Wet Weather <br /> Flow Management Plan (WWFMP) to address the peak flow capacity issues. This plan remains the <br /> guiding policy document in setting the cities' annual Capital Improvement Plan (CIP) for sanitary <br /> sewer rehabilitation and replacement, as well as the commission's capital improvements and <br /> operations for addressing peak flows to the regional wastewater facilities. <br />· On May 19, 2004, the Eugene City Council had a work session on the 2004 MWMC Facilities Plan. <br />· On June 14, 2004, the Eugene City Council received information on efforts toward public outreach <br /> and involvement activities in attachments to an Agenda Item Summary (ALS) for that meeting, <br /> including: 1) an historical chart of the foundational plans with corresponding public outreach and <br /> involvement; 2) a summary table of the regional wastewater program's public awareness, education, <br /> and involvement efforts; and 3) a comprehensive memorandum with detailed explanations of the <br /> history and appropriate, representative samples of legal notices, press releases, media <br /> announcements, public meetings, public hearings, mass mailings, workshops, and open houses. <br /> <br /> L:\CMO\2004 Council Agendas\M040628\S0406287.doc <br /> <br /> <br />
