ORDINANCE NO. 20437 <br />AN ORDINANCE AMENDING CHAPTER 1, INTRODUCTION AND PURPOSE <br />SECTION OF THE EUGENE - SPRINGFIELD METROPOLITAN AREA <br />GENERAL PLAN BY ADDING SEPARATE POPULATION FORECASTS FOR <br />THE CITIES OF SPRINGFIELD AND EUGENE FOR THE PERIOD 2010 — 2030 <br />AND INCLUDING THE YEARS 2031, 2032, 2033, 2034 AND 2035; ADOPTING <br />A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. <br />THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: <br />A. ORS 197.304 requires the City of Springfield and the City of Eugene, separately <br />from any other city in Lane County, and based on the jurisdictional area of responsibility <br />specified in the acknowledged comprehensive plan, to demonstrate as required by ORS <br />197.296, that its comprehensive plan provides sufficient buildable lands within an urban growth <br />boundary established pursuant to statewide planning goals to accommodate estimated housing <br />needs for 20 years. <br />B. Oregon Administrative Rule 660- 024 -0030 requires cities to adopt a 20 -year <br />population forecast for the urban area into the comprehensive plan or in a document referenced <br />by the plan. <br />C. The Eugene - Springfield Metropolitan Area General Plan (Metro Plan) is the sole <br />acknowledged comprehensive land use plan for Springfield and Eugene. <br />D. The Metro Plan contains a single, metropolitan -wide population forecast. <br />E. It is necessary for each city to have separate, 20 -year forecasts extending to at <br />least 2030 in order to meet their obligations under ORS 197.304 by the statutory deadline of <br />December 31, 2009, <br />F. On June 17, 2009, the Lane County Board of Commissioners adopted into the <br />Lane County Rural Comprehensive Plan coordinated population forecasts for Springfield and <br />Springfield's metro urban area east of 1 -5 and forecasts for Eugene and Eugene's metro urban <br />area west of 1 -5 through the year 2035. <br />G. The Cities have coordinated extensively with the county staff and the Lane <br />County Board of Commissioners during the preparation of the coordinated population forecasts <br />and support the forecasts adopted by Lane County as an amendment to the Lane County Rural <br />Comprehensive Plan. <br />Ordinance - Page 1 of 3 <br />
