<br />adopted, these regulations will replace those recently reinstated as part of the City’s MiCAP (Minor <br /> <br />Code Amendments) process. <br /> <br />Parking Strategies (Attachment D) <br />The purpose of this package of regulations is to improve the compatibility of new multi-family <br />development by tying parking requirements directly to the unique needs of certain types of <br />development. <br />The proposed regulations will affect property near the University of Oregon as follows: <br />? <br /> <br />require more off-street parking for apartments with three or more bedrooms <br />? <br /> <br />allow tandem (one behind the other) parking to count toward the minimum off-street parking <br />requirements <br />? <br /> <br />amend the West University Refinement Plan (Policy 3A) regarding parking for consistency <br />with the new code <br />The proposed regulations will affect property city-wide as follows: <br />? <br /> <br />require less parking for low-income, senior and disabled housing developments <br />? <br /> <br />clarify the City’s requirements for off-site parking leases <br />? <br /> <br />adjust dimensional standards for parking spaces along alleys to allow for more backup space <br /> <br />In addition to the above, the Planning Commission directed staff to prepare a code language option <br />that would allow parking space reductions for multiple-family developments utilizing a shared car <br /> <br />program in the University area. One such option is included as Attachment E. <br /> <br /> <br />RELATED CITY POLICIES <br />? <br /> <br />The City Council has included infill standards and opportunity siting as priority items on the <br />Planning Division Work Program. <br />? <br /> <br />The Growth Management Policies, in particular 1, 2, 6, and 9, speak to issues of infill and <br />compatibility. <br /> <br /> <br />COUNCIL OPTIONS <br /> <br />No formal action is required at this time. The purpose of this work session is to prepare for the council <br />hearing scheduled for November 16, on the first round of ICS recommendations. <br /> <br /> <br />CITY MANAGER’S RECOMMENDATION <br /> <br />No action is required on this item at this time.
