<br /> <br />The consultants’ report recommended that the departments transition from the current separate <br />operations to a new combined organization, utilizing either a metro-governance model through <br />intergovernmental agreements or a special-purpose district model. At this time, however, only initial <br />steps toward a merger are proposed. During the first six-month period, these steps could be reversed <br />with minimal impact. <br /> <br />The Executive Summary (Attachment 1) provides an overview of potential savings, issues to be <br />addressed, and steps proposed by the departments to move toward a functional consolidation of <br />administrative and support functions. A comparison budget (Attachment 2) shows the effect <br />consolidation would have if it had been applied to the current budgets of both departments.
