<br />understanding that a process will be developed for engaging the broader community, and to accomplish <br />the technical components of this task. <br /> <br />Next Steps <br />As part of the ongoing process of refining the data and associated methodologies, several key <br />components of the project will be examined over the coming months. In addition, discussions will <br />continue to occur around the appropriate values that should be utilized in the baseline to best represent <br />current policies. <br /> <br />The CAC was reconvened in early November, following the adopted council motion to extend the <br />ECLA timeline until April. The CAC guided the development of the draft range recommended for <br />council consideration, and provided input into the development of a process for addressing the <br />outstanding issues and refinement of the draft land need by April 2010. Staff will continue to map out <br />the scope of work for the remainder of the work on this project, including the development of a broader <br />community engagement process. Additionally, staff and consultants will be available to meet with <br />councilors and CAC members on an individual basis to further discuss outstanding concerns over the <br />coming months. <br /> <br /> <br />RELATED CITY POLICIES <br />? <br /> <br />The City Council has included ECLA as a priority item on the Planning Division Work Program. <br />? <br /> <br />Growth Management Policies are related to ECLA, most notably policies 1, 2, and 5. <br /> <br />Policy 1 – Support the existing Eugene Urban Growth Boundary by taking actions to increase <br />o <br />density and use existing vacant land and under-used land within the boundary more efficiently. <br /> <br />Policy 2 – Encourage in-fill, mixed-use, redevelopment, and higher density development. <br />o <br /> <br />Policy 5 – Work cooperatively with Metro area partners (Springfield and Lane County) and other <br />o <br />nearby cities to avoid urban sprawl and preserve the rural character in areas outside the urban <br />growth boundaries. <br /> <br /> <br />COUNCIL OPTIONS <br /> <br />Option A: Adopt the resolution that accepts draft products associated with Eugene’s land needs <br /> assessment (Attachment A). <br />Option B: Amend the resolution that accepts draft products associated with Eugene’s land needs <br /> assessment (Attachment A). <br />Option C: Direct the City Manager to provide a revised resolution for consideration by the council. <br /> <br /> <br />CITY MANAGER’S RECOMMENDATION <br /> <br />The City Manager recommends Option A: Adopt the resolution that accepts draft products associated <br />with Eugene’s land needs assessment (Attachment A). <br /> <br /> <br />SUGGESTED MOTION <br /> <br />Move to adopt the draft resolution enclosed as Attachment A that accepts the draft inventory of <br />Eugene’s buildable land supply, determination of the housing capacity of that land, analysis of housing <br />need and determination of the number of units and amount of land needed to meet Eugene’s 20-year <br /> Z:\CMO\2009 Council Agendas\M091209\S091209A.doc <br />
