<br />The second ordinance (Attachment C) relates to Building Height, and contains the code option <br />recommended by the Planning Commission (Alternate B). The recommendation on Ordinance C is that <br />height limits be lowered to 35 feet adjacent to single-family areas, and gradually increase to 50 feet and <br />then 75 feet across the street from the University of Oregon campus, unless the lot is over 10,000 square <br />feet (generally two single-family lots), in which case buildings may go up to 90 feet. Public testimony <br />was divided with respect to allowable heights across the street from the University of Oregon campus. <br />While there was testimony in support of the Planning Commission recommendation, many <br />neighborhood representatives expressed support for Alternate A, which would allow a maximum height <br />of 65 feet, and 75 feet on lots over 10,000 square feet. Additionally, many South University Neighbors <br />requested the removal of the height bonus for lots over 10,000 square feet. <br /> <br />The third Ordinance (Attachment D) contains the amendments creating and applying the Special Area <br />Zone – Jefferson-Westside, and mirrors the Planning Commission’s recommendations on these <br />amendments. The Special Area Zone allows additional infill development at densities comparable to the <br />existing neighborhood, and specifies new building height, roof form, parking and open space standards. <br />Public testimony on this topic was generally very supportive. In response to public testimony, minor <br />changes to the figures and associated language regarding entrance standards have been included in the <br />draft ordinance. A legislative version of the ordinance showing those changes is included (Attachment <br />E). Attachment F contains alternate motion language that was requested by Councilor Brown at the <br />November 9 work session. This alternate motion would allow the Special Area Zone to take effect 30 <br />days after council approval of the ordinance. <br /> <br />Testimony received from November 7 through the close of the record for each item is found in <br />Attachment G. Due to this document’s size (over 300 pages) this information is available through the <br />City’s website (link below) and in the City Council Office. <br /> <br /> <br />RELATED CITY POLICIES <br />The City Council has included Infill Compatibility Standards as a priority item on the Planning Division <br />Work Program. <br /> <br /> <br />COUNCIL OPTIONS <br /> <br />The City Council may consider the following options for each ordinance: <br /> <br />1.Adopt the draft ordinance <br /> <br />2.Adopt the draft ordinance with specific modifications as determined by the City Council <br /> <br />3.Deny the proposed ordinance <br /> <br /> <br />CITY MANAGER’S RECOMMENDATION <br /> <br />Option 1: The City Manager recommends the City Council adopt Ordinance B, Ordinance C, and <br />Ordinance D (Attachment B, Attachment C, and Attachment D).
