RESOLUTION NO, 3 <br />A RESOLUTION ADOPTING THE WILLOW CREED SPECIAL <br />AREA STUDY AND AME NDING THE EUGENE - SPRINGFIELD <br />METROPOLITAN AREA GENE PLAN. <br />The City Council of the City of Eugene finds that: <br />11 The Eugene - Springfield Metropolitan Area General Plan <br />established a portion of the willow Creek Basin as an important <br />growth area of the community and included a portion of the Basin <br />within the urban growth boundary of the Metropolitan Plan. <br />219 As part of the Metropolitan Plan process a variety of <br />land uses were identified as appropriate within the Basin as urban <br />development occurred. <br />3. In February, 1982, the Planning Commission directed that <br />work be initiated on a Special Area Study in the willow Creek <br />Basin in order to establish public policy direction prior to de- <br />velopment proposals for the Basin. <br />4. As part of the development of � this Special Area Study <br />a citizen involvement process was established by the Eugene Citizen <br />Involvement Committee. The citizen involvement process included: <br />dialogue with major land owners in the Basin; a May 25, 19 8 2 meet- <br />ing held with residents and property owners of the Basin at Bailey <br />Hill elementary school, attended by about 50 interested individuals; <br />discussions and comments by interested parties through individual <br />meetings; distribution of about 650 copies of the draft Study (May <br />1982) to property owners, residents, and interested governmental <br />agencies; and consultation with the Metropolitan Area Plan Advisory <br />Committee regarding the Special Area Study,, <br />5. The draft Study contained a series of policy statements <br />and two alternative land -use configurations appropriate for the <br />Willow Creek Basin. All of the policies are consistent with <br />direction established by the Metropolitan General Plan. Alterna- <br />tive 1 of the two land-use arrangements reflected an employment <br />intensive scenario which could be appropriate for the Basin. <br />Alternative 2 reflected a focus on residential development in the <br />Basin. Because Alternative <br />1 provided for substantial motif ica- <br />tions to the Metropolitan General, Plan ■ it requires an amendment <br />to that document. Alternative 2 does not require such an amend- <br />ment. Both alternatives contained a variety of land uses which <br />were consistent with broad goals and policies established by the <br />Metropolitan Plan, the 1974 Community Goals and Policies document, <br />and the Eugene - Springfield Area Transportation 2000 Plan (T- 2000 ) . <br />6* On June 8,' 19 8 2 the Planning Commission conducted its <br />public hearing on the willow Creek Special Area Study.
