EUGENE CITY COUNCIL <br />AGENDA ITEM SUMMARY <br /> <br /> Work Session: Civic Center Vision Next Steps <br /> <br />Meeting Date: July 14, 2004 Agenda Item Number: A <br />Department: Central Services Staff Contact: Glen Svendsen <br />www. cl. eugene, or. us Contact Telephone Number: 682-5008 <br /> <br />AGENDA ITEM SUMMARY <br />The purpose of this work session is to request council approval of policies to guide Civic Center <br />development as recommended by the Mayor's Civic Facilities Visioning Committee and to pro- <br />pose next steps for implementation of the first phase of the Civic Center vision. <br /> <br />BACKGROUND <br /> <br />Council Action History <br />The council has worked on a downtown space plan for more than three years. Most recently, on <br />June 16, 2004, the council reviewed the report of the Mayor's Committee and asked that a public <br />hearing be held on the proposed policy principles. The full history of the Downtown Space Plan is <br />included as Attachment A. The policy principles are included as Attachment B. <br /> <br />Policy Issues <br />There are three policy issues for council to address during this work session: <br />1. Should the council adopt the policy principles included in the Mayor's Committee <br /> recommendation? <br />2. Where should future Civic Center development take place? <br />3. Should the City move forward with a Community Safety Building and a City Hall project? <br /> <br />Council Goals <br />This project relates to the council goals of an effective, accountable municipal government, a safe <br />community, and sustainable community growth and change. <br /> <br />Financial and/or Resource Considerations <br />Three options for the Community Safety Building were developed to meet different building sizes <br />and financing objectives. In addition, there are a number of elements identified by both the Civic <br />Center Design Charette and the Mayor's Committee that could be included in the project. These <br />elements include additions to the Community Safety Building and open space and pedestrian <br />amenities to enhance 8th Avenue as Eugene's Civic Street. A fourth option would fund a full <br />consolidation scenario for City Hall, as well as the full-size Community Safety Building (minus <br />the Property Control and Forensic Evidence units), but would not include any of the other Civic <br />Center amenities recommended by the Committee. <br /> <br /> L:\CMO\2004 Council Agendas\M040714\S040714A. doc <br /> <br /> <br />
