Eugene Code 2.011(10) requires a formal citizen review of the Presiding Judge’s performance in the last year of the judge’s four-year term. A public hearing is part of the citizen judicial review process. BACKGROUND Presiding Municipal Judge Wayne Allen was appointed by the council in 1994, and is in the fourth year of his current four-year term. The last formal evaluation was conducted in 2006, at which time the council reappointed Judge Allen and directed City staff to renew his contract for another four-year term. The 2010 Judicial Evaluation Committee was appointed by Council on April 26, 2010 and presented its report to the council in work session on July 28, 2010. This public hearing is the third step in a three-step process for the council on this item: 1)At the July 28 work session, the Judicial Evaluation Committee presented its report to council 2)The council held a subsequent work session on July 26 to discuss the evaluation report findings with Judge Allen 3)The August 9public hearing provides additional opportunity for public input into the presiding judge’s performance evaluation RELATED CITY POLICIES Eugene Code, Section 2.011 allows for a formal evaluation of the City’s Presiding Judge once every four years by a citizen evaluation committee. The last formal evaluation was conducted in 2006. Citizen evaluation of a judge’s performance is an opportunity for citizen involvement in local government, and is a practice which is unique to the City of Eugene.
