ORDINANCE NO <br />AN - ORDINANCE ADOPTING THE METROPOLITAN AREA <br />GENERAL P LAN AS AN UPDATE of THE EUGENE- <br />SPRINGFIELD-METROPOLITAN ARE 1990 GENERAL <br />PLAN; AND DECLARING AN EMERGENCY". <br />The City Council of the City of Eugene finds that <br />The Eugene - Springfield Metropolitan Area 1990 General Plan, <br />originally adopted- by the Eugene Council on March 27, 1972, has <br />served since that time as the basic land use planning guide for <br />the metropolitan area. Goal 2 of the Statewide Planning Goals and <br />Guidelines, as well as the 1990 Plan provides for periodic re-- evalu - <br />ations and possible updates of such plans. <br />In response to changing circumstances,, and in -an effort to <br />comply with all applicable provisions of Oregon Revised Statutes <br />and the Statewide Planning Goals adopted -by the Lane'Conservation <br />and Development Commission, the City of Eugene ' has , since 19 7 6 , ac- <br />tively participated in an update of the 1990 General Plan. The <br />updated Metropolitan Area 'General Plan is a result of those efforts, <br />On February 11, .1977, th.e Oregon Land, Conservation and Develop- <br />ment Commission acknowledged Eugene as being in compliance with the <br />Statewide Planning Goals within its corporate limits. Excepted from <br />that action was acknowledgment of an urban growth boundary. That <br />exception has been addressed in the updated Metropolitan Area Gen- <br />eral Plan, which also includes text and diagram designations per- <br />taining to the urbani table area outside the City but within the <br />urban growth boundary. <br />In preparing the updated Metropolitan Area General Plan, con-- <br />sideration was given to existing and projected Conditions in order <br />Ordinance - 1 <br />
