RESOLUTION No, 4109 <br />A RESOLUTION ADOPTING AMENDED STANDARDS AND <br />GUIDELINES FOR PROCESSING APPLICATIONS FOR <br />MULTIPLE -UNIT RENTAL HOUSING LOCAL PROPERTY <br />TAX EXEMPTION ; AND REPEALING PRIOR <br />RESOLUTIONS . <br />The city council of the City of Eugene finds that: <br />On July 11, 1977 the Council, through adoption of Resolution <br />No. 2711, adopted standards and guidelines as the procedures to <br />be followed and the policy to be considered in processing <br />applications for multiple unit rental housing property tax <br />exemptions. <br />Amended standards and guidelines were subsequently adopted <br />by Council Resolution Nos. 3165 and 3277. <br />Those standards and guidelines imposed certain duties and <br />responsibilities on the City-Is Department of Housing and <br />Community Conservation. That department has been reorganized, <br />and the City Manager, pursuant to his authority as administrative <br />head of the City, is the proper person to perform those duties <br />and responsibilities or to delegate the same by administrative <br />order. <br />Because of this change and action of the Oregon Legislature <br />in amending some of the statutory provisions relating to the <br />multiple-unit rental housing local property tax exemption <br />program, amended standards and guidelines have been submitted for <br />Council approval. <br />It is in the public interest that the amended standards and <br />guidelines be approved and adopted, and the prior Resolutions <br />repealed, except for the findings contained in Resolution No. <br />2711. <br />NOW, THEREFORE, <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE , a <br />Municipal corporation of the State of Oregon, as follows: <br />Section 1 1 Based upon the above findings, and the findings <br />contained in Resolution No. 2711, the Standards and Guidelines <br />for Processing Applications for Multiple -Unit Rental Housing <br />Local Property Tax Exemption attached as Exhibit " hereto are <br />approved and adopted as the procedures to be followed in <br />considering applications for exemption, and the policy contained <br />therein is declared to be the policy of the City of Eugene <br />governing the basic requirements for applications within the area <br />generally described on Attachment 1 to Exhibit "A ". <br />Resolution - 1 <br />
