The council meets periodically to talk about its processes and operating agreements. <br /> <br /> <br />BACKGROUND <br /> <br />The council in 2010 held process sessions in June, August and October. The Mayor, individual <br />councilors and staff have identified the following items for discussion at this meeting: <br /> <br />-Proposed changes to Operating Agreements <br /> <br />-Check-in on communication with constituent contacts and the Public Service Officer (PSO) <br /> <br />-Intergovernmental Relations (IGR) Committee motions and recommendations <br /> <br />-American flag protocol and addition of the Pledge of Allegiance at council meetings <br /> <br />-Emergency procedures (e.g., guidance for City Hall occupants in the event of a natural disaster) <br /> <br />-Boards, Commissions, and Committees – processes and policies <br /> <br />Proposed Changes to Operating Agreements <br />The council’s operating agreements were last revised in February 2008, when the Council Committee on <br />Intergovernmental Relations (IGR) operating agreements were incorporated into the document. Since <br />that time, changes to several council practices and organizational structure warrant council consideration <br />of additional revisions. The following is an outline of the substantive changes proposed by staff. <br /> <br />Section 1.05 Public Forum <br /> –This section states that the Public Forum shall not exceed 60 minutes <br /> without a vote of the council. Current practice has been to allow three minutes of testimony per <br /> speaker until all speakers have been heard. Staff recommends revising this clause to reflect current <br /> practice. <br /> <br /> In the same section, staff is directed to shuffle the “request to speak” forms when a large <br /> number of people sign up to speak, a practice that is currently not in use. Contingent on the <br /> council’s decision regarding the 60-minute limit for testimony, the council may consider removing <br /> this paragraph. <br /> <br />Section 1.06 Public Hearings <br /> – This section has been changed to reflect the council’s practice of <br /> conducting public hearings on the third Monday of the month. <br /> <br />Section 1.07Executive Sessions <br /> – This section has been changed to acknowledge that the council is <br /> responsible for evaluating the performance of three employees. <br /> \\Cesrv500\cc support\CMO\2011 Council Agendas\M110620\S110620B.doc <br /> <br />
