The council approval of the <br />second Supplemental Budget for FY11 is requested. Oregon Local Budget Law (ORS 294.480) allows <br />for supplemental budgets for "an occurrence...which had not been ascertained at the time of the <br />preparation of a budget for the current year..." This Supplemental Budget consists of $8,191,522 in <br />proposed changes to the FY11 Budget. A description of the proposed transactions is provided in <br /> <br />Attachment A. This supplemental budget does not authorize any increased property tax levy. <br /> <br /> <br />BACKGROUND <br />Supplemental budgets recognize new revenue and authorize other unanticipated changes in legal <br />appropriations during a fiscal year. A City Council public hearing on this supplemental budget <br />resolution was held on June 20, 2011. <br /> <br />A summary of items included in this supplemental budget is presented below. <br /> <br />General Fund <br /> <br /> <br />Reduce the General Fund contingency by $100,000 and increase operating appropriations to <br />cover the costs associated with the May 17, 2011, special election and voters’ pamphlet by the <br />same amount. Final cost information has not yet been received from the Lane County Elections <br />Office at the time this agenda item summary was prepared. <br /> <br /> <br />Recognize $38,885 in grant revenue associated with the Library Services and Technology <br />(LSTA) grant. <br /> <br />Road Fund <br /> <br /> <br />Recognize $101,904 in EPA grant revenue for the Smart Trips program. <br /> <br /> <br />Recognize $22,300 in ODOT grant revenue for the Bicycle/Pedestrian Master Plan. <br /> <br /> <br />Recognize $54,842 in developer contributions towards road improvements at Cross and Davis <br />Streets. <br /> <br /> <br /> \\Cesrv500\cc support\CMO\2011 Council Agendas\M110627\S1106274a.doc <br />
