<br /> <br /> <br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br /> <br />Action: Adoption of Resolution 5041 Concurring with Lane County’s Findings <br />Regarding Vacation of Portions of County Roads within the Lane County Fairgrounds <br /> <br /> <br />Meeting Date: September 12, 2011 Agenda Item Number: 3 <br />Department: Public Works Staff Contact: Peggy Keppler <br />www.eugene-or.gov Contact Telephone Number: 541-682-2869 <br /> <br /> <br /> <br /> <br />ISSUE STATEMENT <br /> <br />The City Council is requested to take action, pursuant to ORS 368.361(3), on a resolution concurring <br />with Lane County’s findings regarding vacation of portions of county roads within the Lane County <br />Fairground properties. <br /> <br /> <br />BACKGROUND <br /> <br /> Lane County Management Services Facilities Administration initiated proceedings to vacate portions of <br />Fairgrounds Entrance Road (Co. Rd. 2253) and Fairgrounds West Entrance Road (Co. Rd. 2267) to <br />facilitate more strategic gate locations and to more effectively manage traffic and pedestrian flow, <br />security, and safety issues within the fairgrounds. These portions of roads are fully located on fairground <br />properties owned by Lane County. <br /> <br /> Following notification of the vacation request, the Lane County Board of Commissioners conducted a <br />public hearing on August 17, 2011. City of Eugene staff generally supported the vacation request, but <br />stated certain concerns. <br /> <br /> The Eugene Fire Department responded with concerns regarding access in emergency situations. After <br />discussions with fairgrounds facility staff, the Fire Department indicated they had no objections to the <br />vacation. <br /> <br /> The Public Works Department responded with concerns regarding stormwater and wastewater facilities <br />and bicycle/pedestrian connectivity. Public utility easements for stormwater and wastewater facilities <br />will be retained over the vacated roads to provide for operation and maintenance access to infrastructure. <br /> <br /> In regards to the bicycle/pedestrian connectivity, Public Works staff were concerned that a safe bicycle <br />th <br />connection to the traffic signals at 13 Avenue and Monroe Street be maintained. Following discussion <br />with City staff and prior to the Board of Commissioner’s public hearing, Lane County staff amended its <br />original vacation request and excluded the easterly portion of County Road 2267, being north of the <br />administration building entrance/parking area, from the vacation request. Attachment A of Exhibit A <br />includes a map showing the roads to be vacated. Maintaining this easterly portion of County Road 2267 <br />th <br />as an open county road will continue to provide a safe connection between 13 Avenue and the <br />Fairgrounds Loop road.
