A letter of transmittal and the report of <br />the committee have been included as attachments A and B. <br /> <br />BACKGROUND <br /> <br />Council Action History <br />Over the last 25 years, the City has developed economic strategies to respond to changing economic <br />circumstances. In summary the following have occurred: <br /> · 1981 - Six-Point Program for Economic Diversification <br /> · 1982 - Action Plan (developed to carry out the objectives of the Six-Point Program) <br /> · 1985 - Action Plan (the 1982 Action Plan was updated to reflect changing conditions of the local <br /> economy) <br /> · 1988 - Economic Development Strategic Plan <br /> · 1994 - Council Committee on Economic Development <br /> · 1998 - Growth Management Policies <br />A more detailed summary can be found on pages 3 and 4 under the "History of Economic Development <br />Policies in Eugene" section of the Final Report and Recommendations (Attachment B). <br /> <br />Policy Issues <br />Will the Eugene City Council adopt the recommendations of the Mayor's Committee on Economic <br />Development? <br /> <br />The recommendations in support of new tools are: <br /> · The City Council should support and contribute to a regional buildable lands analysis of <br /> available commercial and industrial land that is consistent with state requirements and that earns <br /> broad public support. The inventory should include vacant and underutilized land, and identify <br /> the potential for assembling small parcels to create larger parcels. <br /> · The committee recommends that Chapter 9 of the Eugene Code be made simpler, and the <br /> following guiding principles should be applied to its review and revision.
