Occasionally, amendments are made to the document to reflect council’s desire to update <br />processes. These amendments must be adopted by resolution. <br /> <br /> <br />BACKGROUND <br /> <br />At the June 20, 2011, City Council process session, the following substantive revisions to the City <br />Council Operating Agreements were approved by the council: <br /> <br />Section 1.05 Public Forum <br /> –This section was revised to reflect the current practice of allowing three <br />minutes of testimony per speaker until all speakers are heard. Also, the paragraph directing staff to <br />shuffle Request to Speak forms was deleted. <br /> <br />Section 1.06 Public Hearings <br /> – This section was changed to reflect the council’s practice of conducting <br />public hearings on the third Monday of the month. <br /> <br />Section 1.07Executive Sessions <br /> – This section was changed to acknowledge that the council is <br />responsible for evaluating the performance of three employees. <br /> <br />Section 3.01 Pledge of Allegianceto the Flag <br /> - new section added (subsequent sections renumbered) <br /> <br />Section 3.05Committee Reports and Items from Mayor, City Council, and City Manager <br /> – <br />Language was added to this section, recognizing the recent changes made to the “Committee Reports” <br />format. <br /> <br />Section 6.03Standing Advisory Bodies to the Council – <br /> This section was updated to include the <br />Sustainability Commission, Civilian Review Board, and Toxics Board. <br /> <br />Section 7.02 Other Meeting Guidelines <br /> – The paragraph dealing with comment times was revised to <br />reflect the current practice of maintaining a three minutes-per-speaker limit for each round of council <br />comments. <br /> <br /> S:\CMO\2011 Council Agendas\M111010\S1110102C.doc <br />
