RESOLUTION NO. 5044 <br />A RESOLUTION REALIGNING CITY WARD BOUNDARIES AND <br />REPEALING RESOLUTION NO. 4693. <br />The City Council of the City of Eugene finds that; <br />A. Section 6 of the Eugene Charter of 2002 ( "the Charter ") provides that City <br />Councilors shall be elected by wards. Section 33 of the Charter requires the City Council to <br />divide the City into wards and to redefine the ward boundaries when necessary to accord persons <br />within the City the equal protection of the laws. <br />B. Section 2.962 of the Eugene Code, 1971 ( "EC ") requires that the City Council <br />shall, by resolution, divide the City into eight wards. EC 2.966(3) requires that four of the five <br />members of the Eugene Water & Electric Board (" EWEB ") be elected by wards. <br />C. In accordance with EC 2.962, on November 26, 2001, the City Council adopted <br />Resolution No. 4693, establishing eight wards within the City of Eugene for purposes of City <br />elections as reflected on the map attached as Exhibit A to that Resolution. <br />D. Since the establishment and realignment of the ward boundaries in 2001, shifts in <br />population within the wards have occurred. Therefore, it is necessary to realign the ward <br />boundaries of the City. On June 27, 2011, the City Council, by motion, adopted criteria for <br />developing ward scenario options. <br />E. Prompt realignment of the ward boundaries is necessary in order to ensure that <br />wards are properly identified and candidates for City Council and EWEB offices are aware of the <br />correct boundaries. <br />NOW, THEREFORE, <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a <br />Municipal Corporation of the State of Oregon, as follows: <br />Section 1 . Based on the above findings, which are adopted, the City Council adopts <br />division of the eight wards as detailed on the map attached as Exhibit A to this Resolution. <br />Except where wards are divided by the Willamette River, the centerline of a street constitutes the <br />ward boundary. <br />Resolution - Page 1 of 3 <br />
