<br />a requirement that dogs be licensed, there is a five-day grace period after someone moves to Eugene, <br />which delays the ability to take enforcement action on unlicensed dogs, as it does elsewhere in the city. <br /> <br /> Meanwhile, a new generation of people is frequenting areas of Eugene with dogs. The more congested <br />the area, the more public health and safety concerns arise due to conflicts between the dogs and the <br />people in the area. <br /> <br /> During the past five-year period, 10 citations have been issued in this area, with three in the FY2009- <br />2010 period. This can be compared with 512 total calls for service city-wide for aggressive or at-large <br />dogs for the same two-year period. <br /> <br /> <br />RELATED CITY POLICIES <br />A Safe Community - A community where all people are safe, valued and welcome. <br /> <br /> <br />COUNCIL OPTIONS <br /> <br /> <br />1)The City Council can vote to approve the ordinance, lifting the ban, or <br /> <br />2)The City Council can vote to not approve the ordinance, leaving the ban in place, or <br /> <br />3)The City Council can vote to amend the ordinance, changing the scope of the ban. <br /> <br /> <br />CITY MANAGER’S RECOMMENDATION <br />The City Manager recommends that the City Council vote to not approve the ordinance (option 2 <br />above), based on the comments received in support of the ban at the September 19 hearing as well as the <br />recommendation from the Police Department. <br /> <br /> <br />SUGGESTED MOTION <br />No motion is suggested; the recommendation is to not approve the proposed ordinance. <br /> <br /> <br />ATTACHMENTS <br /> <br />A.
