Additionally, Objective 1 in <br />the PBMP it to "[c]reate 20- minute neighborhoods by proving accessible, efficient and <br />convenient methods for pedestrians and bicyclists to travel to the places where they live, <br />shop, work and play by expanding and improving Eugene's bicycle and pedestrian <br />network." Replacing the parking along Silver Lane with a bicycle lane furthers this <br />Council- accepted objective. <br />4. Silver lane is wide enough to support inclusion of striped bike lanes to <br />Silver Lane from River Road to Grove Street if parking is removed from the north side of <br />the street. <br />5. Removing parking from the north side of Silver Lane to allow for bike <br />lane striping enables the public to use Sliver Lane in a more efficient, multi -modal <br />manner and, therefore, is in the best interest of the public. <br />6. The diagonal, on- street parking located along the south side of Silver Lane <br />is intensely used and will remain; the parking that will be removed (located along the <br />north side of Silver Lane) is not intensely used. Removal of rarely used parking to make <br />room for a bike lane allows for a more efficient use of the public way by the public. <br />Based on the above fmdings, I order that: <br />1. Parking be removed from the north side of Silver Lane from River Road to Grove <br />Street. This parking restriction will be in place at all times. <br />2. This will supersede and replace any previous parking restrictions currently in <br />place on portions the north side of Silver Lane. <br />3. If, by action of a hearing official having jurisdiction to review this administrative <br />order, any portion of this administrative order is stricken or modified such action by the hearings <br />official shall have no effect on the validity of any other section or provision hereof, all of which <br />will remain in full force and effect. <br />Dated and effective this 30th day of March, 2012. <br />Thomas C.
