The purpose of these amendments is to make <br />changes and clarifications to the land use code (Eugene Code Chapter 9) that will improve <br />neighborhood livability, and implement strategies identified through Envision Eugene. These <br />amendments are intended to be limited in scope, and address areas where there is strong momentum <br />and opportunity for achievable solutions. <br /> <br />Based on recommendations from the infill compatibility standards project (ICS), code language <br />addressing the following six topic areas was crafted: <br /> <br />1. Open Space Standards <br />: These amendments would apply citywide to all multi-family <br />developments (projects with three or more units on the same lot). They include the <br />elimination of the current open space exemption for dense projects in residential zones, and <br />also provide more flexibility about how and where open space can be provided. <br /> <br />2. Allowed Intrusions in Required Setbacks <br />: The land use code currently allows specific <br />intrusions into required setbacks. These amendments would provide clarity, as well as <br />provide additional limitations to the amount of allowed intrusions for multi-family <br />developments and multi-family zones citywide. <br /> <br />3. Driveways and Parking Areas in the R-3 and R-4 Zones <br />: This amendment would apply to <br />development in R-3 and R-4 zones citywide, and generally limit the amount of paving and <br />parking in front and interior yards for developments not subject to the multi-family <br /> S:\CMO\2012 Council Agendas\M120416\S1204161.doc <br /> <br />
