<br /> <br /> <br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br /> <br />Work Session: Jeppesen Acres Road Improvement Project Design Report <br /> <br /> <br />Meeting Date: May 29, 2012 Agenda Item Number: C <br />Department: Public Works Engineering Staff Contact: Mark Schoening <br />www.eugene-or.gov Contact Telephone Number: 541-682-5243 <br /> <br /> <br /> <br /> <br />ISSUE STATEMENT <br /> <br />The purpose of this work session is to present the design report for the Jeppesen Acres Road street <br />improvement project to the City Council and to receive council direction on proceeding with the project. <br /> <br /> <br />BACKGROUND <br />Council Action History <br />This project was initiated by City Council action on February 28, 2011, by adoption of the 2012-2017 <br />Capital Improvement Plan and pursuant to Section 7.160(5) of the Eugene Code (EC), 1971. Funding <br />for the project was included in the FY 12 Annual Budget. <br /> <br />Public Process <br />The public process for the project was initiated on January 10, 2012, with a public meeting. The <br />following topics were discussed: <br /> <br /> <br />The goals and objectives of the public process. <br /> <br /> <br />The life of a street construction project from the identification of a project in Transplan through <br />the completion of construction and the levying of assessments. <br /> <br /> <br />Street classification and design and traffic calming components. <br /> <br />On February 25, 2012, a neighborhood walkabout was conducted. This provided an opportunity for <br />staff and neighborhood residents to share observations and identify existing conditions, concerns and <br />values for the project. <br /> <br />On March 5, 2012, a second public meeting was held. The assessment process and financing of <br />assessments were reviewed. In addition, design options for all aspects of the street were presented and <br />discussed. <br /> <br />On May 21, 2012, a third public meeting was held to review the design report to be presented to the City <br />Council and to review the conceptual design developed from input received during the public process. <br /> <br />Prior to the last meeting, the City received 25 letters objecting to the project and one letter in support of <br />the project. Eighteen of these letters are from properties without irrevocable petitions and meet the <br />requirements of a formal remonstrance against the project.
