He was awarded
the Mayor's Leadership Award which is given annually to an Oregon mayor to recognize the valuable contributions that
mayors throughout Oregon make each year to their respective communities.

In particular, the award seeks to single out those mayors who have shown considerable involvement in community affairs
and intergovernmental relations; those who have shown exceptional skills in helping to facilitate productive relationships
between the governing body and city employees; and those mayors who have helped other Oregon mayors reach their
full potential as community leaders.

During his tenure, Mayor Torrey has demonstrated his leadership abilities in many tangible and intangible ways. He led
the effort to create a closer bond between local government and school districts, and has been consistently loyal to his
avowed passions of the welfare of children and public education. He was a key player in ensuring the success of a local
bond measure to pay for after-school activities. The effects of these programs will be felt for years by many of Eugene's
youngest and most vulnerable citizens who have benefited from these programs.

This award is highly regarded and is very fitting for Mayor Torrey. The organization and community can be proud of this
prestigious recognition.
