MINUTES <br />Eugene City Council <br />Bascom/Tykeson Room, Eugene Public Library <br />100 W. lO'' Avenue — Eugene, Oregon <br />September 24, 2012 <br />7:30 p.m. <br />COUNCILORS PRESENT: George Brown, Pat Farr, Betty Taylor, Mike Clark, Chris Pryor, George <br />Poling, Alan Zelenka <br />COUNCILORS ABSENT: Andrea Ortiz <br />Her Honor Mayor Kitty Piercy called the September 24, 2012, Regular Meeting of the Eugene City <br />Council to order. <br />1. APPROVAL OF CONSENT CALENDAR <br />Prior to approval of the consent calendar, Kevin Matthews spoke about the EWEB downtown master <br />plan. He urged the City to talk about this at a conceptual level to avoid going directly into the details that <br />may bog down the process. <br />Items A and B were pulled from the Consent Calendar. <br />Regarding the action to initiate Land Use Code amendments to enable consideration of the <br />Eugene Water & Electric Board Riverfront Master Plan, it was noted that this item was on the calendar <br />simply to allow the process to move on to the next step <br />Councilor Brown, seconded by Councilor Farr, moved to initiate amendments to the land use <br />code to enable the Planning Commission and City Council to consider EWEB's master plan <br />proposal. The motion passed, 6:1, Councilor Taylor opposed. <br />Regarding the approval of the Tentative Working Agenda, Councilor Taylor asked why the City Hall <br />discussion and action were not listed in the tentative agenda. City Manager Ruiz said his intent was to <br />schedule the item before the end of 2012. <br />Councilor Brown, seconded by Councilor Farr, moved to approve the Tentative Working Agenda. <br />The motion passed, 7:0, <br />2. PUBLIC FORUM <br />• Gerry Gaydos, Ward 2, spoke in favor of EmX, supporting businesses along W. I I th Avenue. <br />• Chris Potter, Ward 8, supported EmX, citing strong support for the project along W. I I th . <br />• Matthew Hollander, Ward 8, supported West Eugene EmX, citing environmental reasons. <br />• Angela San Filippo, Ward 1, supported West Eugene EmX, noting area is underserved. <br />• Kate Miller, Ward 3, supported West Eugene EmX expansion. <br />• J. Ingrid Kessler supported West Eugene EmX. <br />• Sue Prichard, Ward 3, Better Eugene /Springfield Transit, supported West Eugene EmX. <br />Alex Page, supported EmX noting he doesn't own a car and relies on public transporation. <br />• Mia Nelson, 1000 Friends, expressed concern about a district wide vote and supported the EmX. <br />MINUTES — Eugene City Council September 24, 2012 Page 1 <br />Regular Meeting <br />
