MOTION: <br />Councilor Clark, seconded by Councilor Poling, moved that council approve the policy <br />framework for the council to use in evaluating and proposing possible options for addressing <br />homeless issues. <br />Mayor Piercy arrived at the meeting at 12:15 p.m. <br />MOTION and ACTION: <br />Councilor Clark, seconded by Councilor Poling, moved to amend policy #4 to say "promote and <br />protect" neighborhood livability.
