2. CONSENT CALENDAR <br />MOTION AND VOTE: <br />Councilor Brown, seconded by Councilor Farr moved to approve the Consent Calendar. <br />PASSED 8:0. <br />3. ACTION: West Eugene Enterprise Zone Boundary Amendment <br />MOTION AND VOTE: <br />Councilor Brown, seconded by Councilor Farr, moved to adopt Resolution 5072, authorizing <br />application to the State of Oregon for a West Eugene Enterprise Zone boundary amendment. <br />PASSED 7:1, Councilor Taylor opposed. <br />4. ACTION: An Ordinance Encouraging the Use of Reusable Bags, Banning Single -Use Plastic <br />Carryout Bags, and Adding Sections 6.850, 6.855, 6.860, and 6.865 to the Eugene Code, 1971.. <br />MOTION: <br />Councilor Brown, seconded by Councilor Farr, moved to adopt Council Bill 5078, an ordinance <br />concerning a ban on plastic bag use. <br />MOTION TO AMEND: <br />Councilor Farr, seconded by Councilor Clark, moved to amend to change the word "shall" in <br />section 6.860 to "may" and to eliminate subsection B. FAILED 4:5; councilors Brown, Ortiz, <br />Taylor and Zelenka opposed. Mayor Piercy broke tie in opposition. <br />MOTION TO AMEND: <br />Councilor Pryor, seconded by Councilor Zelenka, moved to strike the words "Post Consumer" <br />from the definition of the recycling content of the paper bags. PASSED 8:0. <br />VOTE ON MAIN MOTION AS AMENDED: <br />PASSED 6:2, councilors Poling and Clark opposed. <br />5. ACTION: Transport of Coal for Export through Eugene: <br />MOTION: Councilor Brown, seconded by Councilor Taylor moved to adopt Resolution 5065 <br />opposing the transport of coal for export through Eugene. <br />MOTION TO AMEND AND VOTE: <br />Councilor Zelenka, seconded by Councilor Brown, moved to amend Section 5 to include a <br />review of a comprehensive independent health impact statement.
