<br />Subsequently, the Planning Commission conducted extensive deliberations, and voted 5-1 to <br />recommend approval of the land use code amendments with several modifications. The attached <br />draft ordinance (Attachment B) represents the Planning Commission’s recommendation. The <br />Planning Commission also suggested consideration of some form of notification to neighbors by <br />people planning to keep honey bees. Attachment C provides the initial proposed code language <br />prior to the Planning Commission recommendation. Further details regarding the Planning <br />Commission’s discussion, along with a complete set of record materials, are available for review in <br />a binder located at the City Council Office and on line at www.eugene-or.gov/farmanimals. <br /> <br />Findings in support of the Planning Commission’s recommendation for approval are included as <br />Exhibit A to the ordinance (Attachment B). <br /> <br /> <br />RELATED CITY POLICIES <br />Findings addressing consistency with related City policies, including provisions of the Metro Plan <br />and applicable refinement plans, are included as an exhibit to the draft ordinance (Exhibit A of <br />Attachment B). As noted above, these are also consistent with the City of Eugene Food Security <br />Scoping and Resource Plan and support a strategy in Envision Eugene under the Climate Change <br />and Energy Resiliency pillar and the Climate and Energy Action Plan. <br /> <br /> <br />COUNCIL OPTIONS <br />No action is required at this time; however, options will be provided at the time of City Council <br />deliberations and action scheduled for February 11, 2013. <br /> <br /> <br />CITY MANAGER’S RECOMMENDATION <br />No recommendation or motion is suggested for the public hearing.
