MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 8 1 h Avenue <br />Eugene, Oregon 97401 <br />January 14, 2013 <br />7:30 p.m. <br />COUNCILORS PRESENT: George Brown, Betty Taylor, Greg Evans, Mike Clark, Chris Pryor, <br />Alan Zelenka, Claire Syrett, George Poling <br />Her Honor, Mayor Piercy called the January 14, 2013, regular meeting of the Eugene City Council to <br />order. <br />1. CEREMONIAL MATTERS: University of Oregon Women's Volleyball Team <br />Mayor Piercy introduced the players, coaches, and athletic department staff in attendance. She <br />recognized their achievements and thanked them for contributing to the vitality of the <br />community. <br />2. ELECTION OF CITY COUNCIL OFFICERS FOR 2013 <br />MOTION and VOTE: Councilor Brown, seconded by Councilor Taylor moved to elect <br />George Poling as President of the City Council for 2013. PASSED 8:0 <br />MOTION and VOTE: Councilor Brown, seconded by Councilor Taylor moved to elect <br />Chris Pryor as vice President of the City Council for 2013. PASSED 8:0 <br />3. PUBLIC FORUM <br />Terrill Purvis spoke in support of the homeless, noting he's an advocate and needs more help. <br />Conrad Barney said he is on a hunger strike to bring attention to the plight of the homeless. <br />Reagan Clark expressed support for changing the current situation for homeless people <br />Helen Liguori supported SLEEPS and asked EPD to stop enforcing the sleeping ban. <br />Andrew Cottrell said he wants more jobs for the homeless, noting that it's hard to live in Eugene. <br />Mark Hubbell, SLEEPS supporter from Portland, requested shelter, warmth, food, and safety. <br />Peter Grotticelli, said fundamental changes are need to help people survive. <br />Sue Wolling gave kudos to Public Works staff, and said bike lanes are needed on Willamette. <br />Hugh Prichard requested changes to traffic patterns on Charnelton Street. <br />Rev. Wayne Martin asked that the City lay aside its fine $200, for public sleeping. <br />Jean Stacey supported SLEEPS and asked that EPD not wake people between dusk and dawn. <br />Sue Sierralupe gave an update on the work of Occupy Medical. <br />Zach Vishanoff recommended several transportation infrastructure fixes. <br />Michael Carrigan said housing is a human rights and everyone deserves a safe place to sleep. <br />Sabra Marcroft supported doing away with the $200 fine for homeless sleeping. <br />Alley Valkyrie thanked the City for allowing Conestoga huts, and scolded the County for its actions. <br />Councilor Evans requested a work session poll on the topic of homeless sleeping and associated <br />fines. <br />MINUTES — Eugene City Council January 14, 2013 Page 1 <br />Regular Meeting <br />
