A public hearing on the proposed ordinance was held on February 25, 2013. The council has expressed an interest in suspending the MUPTE program in order to conduct a detailed evaluation prior to accepting new applications. The program evaluation will likely include a review of the existing public benefit scoring system and consideration of other elements such as those recently adopted in Portland’s Multi-Unit Limited Tax Exemption (MULTE) program. COUNCIL OPTIONS 1. Approve the ordinance, and evaluate the MUPTE program to determine if changes should be made. 2. Approve the ordinance with specific modifications as determined by the council, and evaluate the MUPTE program to determine if changes should be made. 3. CITY MANAGER’S RECOMMENDATION The City Manager recommends approval of the proposed ordinance, followed by a council evaluation of the MUPTE program to determine if changes should be made.
