MINUTES <br />Eugene City Council <br />Harris Hall, 125 East S` Avenue <br />Eugene, Oregon 97401 <br />February 27, 2013 <br />Noon <br />Councilors Present: George Brown, Betty Taylor, Alan Zelenka, George Poling, Mike Clark, Greg Evans, <br />Claire Syrett, Chris Pryor <br />Her Honor, Mayor Piercy, opened the February 27, 2013, work session meeting of the Eugene City Council. <br />A. ACTION: Ordinance Suspending Multi -Unit Property Tax Exemption (MUPTE) Program. <br />Comments /concerns /suggestions: <br />• Important to have a date certain for this suspension to sunset: June 2013. <br />• Some support expressed for keeping the program in place while it's being evaluated. <br />• Some councilors noted that program should not be used while changes are being considered /made. <br />• General acknowledgement that this is a review, not elimination, of MUPTE. <br />• General agreement that all stakeholders should be involved in proposing and evaluating changes. <br />MOTION: Councilor Poling, seconded by Councilor Pryor, moved not to adopt Council Bill 5091, the <br />ordinance suspending the MUPTE Program, and to direct the City Manager to come back to council with <br />proposed revisions no later than July 1, 2013. <br />SUBSTITUTE MOTION and VOTE: Councilor Brown, seconded by Councilor Taylor, moved to <br />substitute to adopt an amended ordinance with the title "An ordinance temporarily suspending <br />multiple unit property tax exemptions under sections 2.945 and 2.947 of the Eugene Code, 1971." <br />PASSED 5:4; councilors Clark, Poling, Pryor and Evans opposed, Mayor broke the tie in favor. <br />VOTE ON MAIN MOTION: PASSED 5:4; councilors Clark, Poling, Pryor and Evans opposed, Mayor <br />broke the tie in favor. <br />B.
