<br />Boards and Commissions recruitment process <br />At the January 30, 2013, City Council work session, a motion was passed clarifying that for <br />vacancies on boards and commissions that occur outside the time parameters of the annual <br />recruitment, the applications received during the regular recruitment period (active applicants) <br />would be those considered first. <br /> <br />Historically, anyone wishing to submit an online application for membership on a committee <br />could do so at any time, regardless of whether there was a vacancy. Staff is working with ISD staff <br />to change the online application form so that applications can only be submitted for existing <br />vacancies and only during the specified recruitment period. <br /> <br />SIRE paperless initiative update <br />This item is to provide an update on the implementation of the SIRE meeting management system. <br /> <br />Project goals include: <br />• Provide tools to increase transparency and accountability through technology. <br />• Enhance virtual access to public meetings, with corresponding real-time agendas and minutes. <br />• Reduce time and costs associated with researching and retrieving council-related information <br />(public records enhancement). <br />• Provide audio/video capability to “live broadcast” and “on demand viewing” of public meetings <br />via the web for greater public access. <br />• Diversify the types and formats of digital video to increase public awareness and access. <br /> <br />The meeting management system will also include the SIRE Agenda/Mobile to Go module, which <br />will allow council access to summaries, agendas w/attachments, minutes and streaming video to <br />web, as well as a self-service portal for public requests where constituents are able to find meeting <br />minutes by topic through key word search on a public interface. <br /> <br /> <br />RELATED CITY POLICIES <br />Elements of this item relate to the council goal of “effective, accountable municipal government.” <br /> <br /> <br />COUNCIL OPTIONS <br />The council may provide input and direction for staff follow-up on the issues discussed.
