MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 8th Avenue <br />Eugene, Oregon 97401 <br />March 13, 2013 <br />12:00 p.m. <br />Councilors Present: George Brown, George Poling, Chris Pryor, Claire Syrett, Mike Clark <br />Councilors Absent: Betty Taylor, Alan Zelenka, Greg Evans <br />Her Honor, Mayor Piercy, opened the March 13, 2013 Work Session of the Eugene City Council. Councilor <br />Clark was present via conference phone. <br />A. WORK SESSION: Use of Pesticides in City Parks and Buildings <br />Parks Maintenance Manager Kevin Finney gave a PowerPoint presentation on the City's integrated pest <br />management program (IPM). <br />General support was expressed for the City's approach to pest management and its ongoing evaluation <br />and consideration of methods, alternatives, and best practices. <br />A request was made for staff to provide both the chemical names and common names of pesticides used, <br />as well as the application amounts, on the City's website. <br />Councilor Brown said he would like to consider creating an ordinance requiring the City to create, <br />implement and enforce the use of an IPM at all City- owned /operated locations. Others councilors <br />supported creating a policy framework that would accomplish the same goals, but would be more flexible <br />and far easier to update. <br />B. WORK SESSION: Progress Report on efforts to address homelessness <br />Michael Wisth, Community Development analyst, provided an update on what the City is doing related to <br />homelessness. <br />Mayor Piercy asked to see the homeless one -night count report as soon as it is available. <br />In response to a question from council, staff clarified that if the money allocated for these efforts is <br />unused, but needed, it can be rolled over to next year. <br />The meeting adjourned at 1:20 pm. <br />Respectfully submitted, <br />Michelle Mortensen <br />Deputy City Recorder <br />MINUTES — Eugene City Council March 13, 2013 Page 1 <br />Work Session <br />
