MOTION AND VOTE: Councilor Poling, seconded by Councilor Pryor moved to adopt the FY <br />2014 -2019 Capital Improvement Program as recommended by the Budget Committee. PASSED: <br />5:0. <br />5. ACTION: Ratification of Intergovernmental Relations Committee Actions of February 27, <br />and March 6, 2013. <br />Lisa Gardner, AIC Intergovernmental Program Manager, presented information to the Mayor and <br />City Council on recent IGR activity. She noted a typo correction in the minutes of March 6 where <br />SB 468, (mirror bill HB 2702), should have been shown as priority one support, rather than <br />opposed. <br />SJR 0010: MOTION AND VOTE: Councilor Poling, seconded by Councilor Pryor, moved to <br />adopt a priority 1 support on SJR10. PASSED 4:1, Clark opposed. <br />SJR 0011: MOTION AND VOTE: Councilor Poling, seconded by Councilor Pryor, moved to <br />adopt a priority 1 support on SJR11. PASSED 4:1, Clark opposed. <br />HB 2890: MOTION AND VOTE: Councilor Poling, seconded by Councilor Pryor, moved to <br />adopt a priority 1 support on HB 2890. PASSED 4:1, Clark opposed. <br />HB 2278: MOTION AND VOTE: Councilor Poling, seconded by Councilor Pryor, moved to <br />adopt a priority 2 support on HB 2278. PASSED 4:1, Clark opposed. <br />HB 2397: MOTION AND VOTE: Councilor Poling, seconded by Councilor Pryor, moved to <br />adopt a priority 1 support on HB 2397. PASSED 4:1, Clark opposed. <br />HB 2926: Ms. Gardner brought this item to the council's attention for information only: The <br />bill requires certain municipal utilities to return surplus earnings to counties in <br />which customers in unincorporated communities reside, in same circumstances <br />and at same rate that apply when customers reside in city. This bill is aimed solely <br />at EWEB and Eugene, and would redirect some of EWEB's Contributions In Lieu of <br />Taxes (CILT) payments from the City to Lane County. <br />MOTION AND VOTE: Councilor Poling, seconded by Councilor Pryor, moved to ratify the IGR's <br />unanimous actions on these bills at the IGR Committee meetings on February 27 and March 6, <br />including corrections to the March 6 minutes showing priority 1 support for SB 648.
