MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 8"' Avenue <br />Eugene, Oregon 97401 <br />May 13, 2013 <br />7:30 p.m. <br />Councilors Present: George Brown, Betty Taylor, Alan Zelenka, George Poling, Mike Clark, Chris Pryor, <br />Claire Syrett, Greg Evans <br />Her Honor, Mayor Piercy, called the May 13, 2013, City Council meeting to order. <br />1. CEREMONIAL MATTERS <br />Mayor Piercy recognized students from Camas Ridge School for their "Duck Tracks" historical <br />vignette project. <br />2. PUBLIC FORUM <br />David Mandelblatt, Downtown Neighbors Association, said MUPTE is beneficial, if used properly <br />Sherry Schaefers, supported MUPTE if it is used in balance, and for multi - family housing. <br />Tony Stirpe, expressed concern for pedestrian and bike safety, noting MUPTE could help downtown. <br />Martin Henner - supported MUPTE for development of owner- occupied cooperative housing. <br />Gary Rondeau - asked the council to contact state legislators requesting protection for bees. <br />Chief Swiftfoot - expressed frustration with the downtown exclusion zone. <br />Michael Gannon - provided a list of reasons why taxes should not be given away through MUPTE. <br />Sabra Marcroft - thanked the council for listening and for their kindness and generosity. <br />Michael Carrigan - thanked council for lifting the camping ban, finding places for people to sleep. <br />Kimberly Gladen - said downtown is looking better, which encourages people to come back. <br />Art Bowman - requested more information about the Internal Affairs investigation. <br />James Chastain - said Eugene needs its own homeless bill of rights to end harassment. <br />Joe Tyndall - questioned Police priorities and voiced his opinion on homeless issues. <br />3. CONSENT CALENDAR <br />A Approval of City Council Minutes <br />B Approval of Tentative Working Agenda <br />C Ratification of the Metropolitan Wastewater Management Commission (MWMC) FY14 <br />Regional Wastewater Program Budget and Capital Improvements Program <br />MOTION AND VOTE: Councilor Poling, seconded by Councilor Pryor, moved to approve the <br />items on the Consent Calendar.
