MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 8` Avenue <br />Eugene, Oregon 97401 <br />May 15, 2013 <br />12:00 p.m. <br />Councilors Present: George Brown, Betty Taylor, Alan Zelenka, George Poling, Mike Clark, Chris Pryor, <br />Claire Syrett, Greg Evans <br />Her Honor, Mayor Piercy, called the May 15, 2013, City Council work session to order. <br />A. WORK SESSION: Eugene Water & Electric Board Riverfront Master Plan <br />Planning and Development staff members Gabe Flock and Nan Lawrence presented <br />information about the proposed Riverfront Master Plan, its key components, and next <br />steps. Highlights included: <br />Plan will limit allowed uses for certain spaces, such as food, entertainment, and open space. <br />Retail will be on the first floor to encourage a thriving and active environment. <br />Business will be located on upper floors with residential in some places as well. <br />Parking will initially be limited to surface areas. <br />Eight acres of the site will be dedicated for public use as a park. <br />Plan Goal: Remain flexible for current and future uses and accommodate changes in existing <br />buildings over time. <br />With this plan in place, the code will protect the land until funds become available to develop. <br />Public testimony at a Planning Commission Hearing indicated support for the plan. <br />Councilor Clark left the meeting at 12:50 pm. <br />Council Questions /Comments: <br />Building and maintain a strong connection to downtown and the inclusion of garden areas. <br />Concerns expressed about parkland ownership and associated maintenance costs. <br />Include LTD early in planning process to ensure transit connectivity. <br />Identify what funds /options /partners /incentives might be able to help finance this vision. <br />Maintain flexibility of development options, uses, and design. <br />Development at site should complement, not compete with, other downtown businesses <br />and amenities. <br />Broad public involvement in the process is critical. <br />Ensure that river - oriented businesses and activities are part of the developed plan. <br />The meeting adjourned at 1:30 p.m. <br />MINUTES— Eugene City Council May 15, 2013 Page 1 <br />Work Session <br />
