MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 8th Avenue <br />Eugene, Oregon 97401 <br />June 24, 2013 <br />5:30 p.m. <br />Councilors Present: George Brown, Betty Taylor, Alan Zelenka, George Poling, Mike Clark, Chris Pryor, <br />Claire Syrett, Greg Evans <br />Her Honor, Mayor Piercy convened the June 24, 2013, City Council work session. <br />A. WORK SESSION: Multi -Unit Property Tax Exemption (MUPTE) Program <br />Community Development Manager Mike Sullivan reviewed the components of the proposed <br />MUPTE program. <br />Council Discussion <br />Councilors posed questions, raised some concerns and indicated they would like to address <br />the following elements when the larger MUPTE discussion takes place: <br />• Application fees <br />• Composition of MUPTE review panel <br />• Elements of Portland's tax exemption program <br />• Competitive application process <br />• Implications of local hiring mandate <br />• Stakeholder /community member perspectives; diverse forums to gather public input <br />• Timeline; more time needed to create a better product with public support <br />• Alternate tools /incentives <br />• Poverty and urban blight <br />• Public vote <br />• Impact of elderly population on housing inventory <br />• Data on projected long -term job growth <br />• Multi -modal development <br />• Triple bottom Iine analysis <br />MOTION AND VOTE: Councilor Poling, seconded by Councilor Pryor, moved to direct <br />the City Manager to prepare and schedule a public hearing on July 22, 2013, to extend <br />the suspension of the MUPTE program until January 31. 2014, to allow for additional <br />discussion on the MUPTE program modifications.
