MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 8th Avenue <br />Eugene, Oregon 97401 <br />June 10, 2013 <br />7:30 p.m. <br />Councilors Present: George Brown, Betty Taylor, Alan Zelenka, George Poling, Mike Clark, Chris Pryor, <br />Claire Syrett, Greg Evans. <br />Her Honor, Mayor Piercy, opened the June 10, 2013, City Council meeting. <br />1. Pledge of Allegiance to the Flag <br />In honor of Flag Day, three members of local Girl Scout Troop 20019 led those present in reciting <br />the Pledge of Allegiance. <br />2. PUBLIC FORUM: <br />Rick Satre, spoke in support of the Core Campus MUPTE application. <br />Carol Schirmer, spoke in support of the MUPTE application, noting the quality of the building. <br />Dave Hauser, supported the Core Campus project and the economic benefits it will provide. <br />Bill Whalen, supported the Core Campus project and the proposed tax exemption. <br />Brian Neiswender, said Core Campus has reaffirmed its commitment to working with the City. <br />Steve Romania, opposed the Core Campus MUPTE application, citing a glut of student housing. <br />Ed McMahon, supported MUPTE for the Core Campus project. <br />3. CONSENT CALENDAR <br />MOTION AND VOTE: Councilor Poling, seconded by Councilor Pryor, moved to adopt the <br />items on the consent calendar. PASSED 8:0. <br />4. PUBLIC HEARING: An Ordinance Concerning Suspension of Paper Bag Pass - Through <br />Charge in Section 6.860 of the Eugene Code, 1971; and Providing a Sunset Date. <br />Fred Simmons, opposed the fee and asked for an exemption for those using food stamps. <br />Shawn Miller, NW Grocery Association, supported the fee, but exempting low- income shoppers. <br />Pamela Fritts, opposed the fee but supported other efforts to protect the environment. <br />Karen Booth, asked the council to keep the bag fee in place. <br />Wesley Sweitzer, supported the bag fee and giving people time to get used to it. <br />Steve Coatsworth, asked to keep the bag fee in place, but exempt low- income and SNAP users. <br />Chris Wig, supported the fee, noting that it helps consumers to be more aware of their impacts. <br />Sonny Mehta, said Eugene should keep the bag fee in place. <br />Ashley Miller, said the bag fee should remain, but with an exemption for low- income users. <br />Michael Gannon, suggested keeping the fee and using the money for other things. <br />Andrew Nonnenmacher, supported keeping the bag fee in place. <br />Charlie Plybon, supported the fee with an exemption for SNAP users. <br />Celine Swenson - Harris, supported the fee, noting it helps shoppers to remember to bring bags. <br />MINUTES — Eugene City Council June 10, 2013 Page 1 <br />Meeting <br />
